AMPB se reúne con el Consejo de Integridad para el Mercado Voluntario de Carbono (ICVCM)

La Alianza Mesoamericana de Pueblos y Bosques (AMPB) se reunió con el Consejo de Integridad para el Mercado Voluntario de Carbono (ICVCM), es quien acreditará a las empresas de carbono como ART TREE, con el objetivo de colaborar en el desarrollo de un mercado de carbono de alta integridad. Durante la reunión, se discutieron diversos temas relacionados con el funcionamiento del ICVCM y los principios que rigen el mercado de carbono.

La AMPB y el ICVCM acordaron tener al menos dos sesiones con el grupo de carbono de la AMPB para abordar los aspectos técnicos y operativos. En la primera sesión, se analizará qué es el consejo de integridad, los procesos de acreditación y verificación de proyectos de reducción de emisiones, así como los criterios utilizados para la emisión y transferencia de créditos de carbono. Se destacó la importancia de garantizar la transparencia y la confiabilidad en todo el proceso, desde la medición y monitoreo hasta la emisión y seguimiento de los créditos.

The second session will address the principles related to rights and benefits in the carbon market. Emphasis was placed on the need to ensure that Indigenous Peoples and Local Communities actively participate in the design and implementation of emission reduction projects, as well as in the fair and equitable distribution of the benefits generated by these projects.

The ICVCM is an independent body responsible for overseeing voluntary carbon market standards. Its main function is to ensure the integrity and quality of carbon credits, with the aim of restoring confidence in the carbon markets after major criticisms of the integrity of credits approved by the main existing credit programs.

No certificará proyectos individuales, pero sí certificará normas y emitirá el Sello CCP para programas de certificación como Verra y ART TREE. Además, el ICVCM desarrollará criterios y proporcionará el Sello CCP basado en categorías específicas. Ellos definen una «categoría» como el mismo tipo de proyecto, el mismo programa de acreditación, la misma versión de la metodología y, en algunos casos, una ubicación similar. 

It is important to note that the Council does not make any suggestions regarding accounting structures or claims made using these credits. Its role is solely to ensure the integrity and quality of carbon credits issued by certification programs that meet its standards.

Proposal for the Involvement of the LICPs

The creation of the ICVCM Engagement and Advocacy Forum was proposed with the objective of promoting more active and meaningful participation of Indigenous Peoples and Local Communities (IPLCs) in the carbon market. This forum will serve as a space for information exchange, discussion of best practices and identification of challenges and opportunities for IPLCs in the context of the carbon market.

In addition, ICVCM has established the IPLC Working Group, a cross-cutting internal body dedicated to coordinating the IPLC-related workstream. This working group ensures that the inputs and perspectives of the IPLCs are fed back into the work of continuous improvement of the Fundamental Carbon Principles. Its main objective is to facilitate collaborations and partnerships, provide guidance and expertise, and ensure effective engagement and input from the LCPs. Currently, this working group is leading the development of the Engagement and Advocacy Forum.

Through the Engagement and Advocacy Forum, the LCPs of the Voluntary Carbon Market Integrity Initiative ( Voluntary Carbon Market Integrity Initiative (IVCM) can appropriately support and empower communities, increasing their participation and generating significant benefits such as improved land rights, income opportunities and biodiversity protection. This forum brings together experts and PICL representatives and is hosted by IVCM and market partners. It is a platform that promotes the active involvement of diverse communities, providing a coordinated and centralized participation of IPLCs in the market.

Its structure will allow for a diverse and structured system of decision-making and participation. The main body will be comprised of invited or appointed members who will participate at the decision-making level of the forum. This body will include an appointed chair and vice-chair, with regional and national representatives from Africa, Asia, Latin America, Global North Regions, and members of Indigenous Peoples. In addition, a member of the Local Communities and Indigenous Peoples Platform (LCIPP) will be included.

The allocation of forum members will be renewed every 2 years, covering 50% of the appointments in each renewal period. This structure ensures an equitable and diverse representation of IPLCs in the forum, fostering an inclusive and participatory decision-making process.
